Village of New York Mills
The Village of New York Mills will hold a public hearing on May 9, 2023, at 7:00pm at the Village Office, 1 Maple Street, New York Mills, N.Y. 13417, for the purpose of hearing public comments on the Village of New York Mills’ proposed Community Development Block Grant program, scattered site housing rehabilitation, and other community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2023 program year. The New York State Community Development Block Grant Program (CDBG) is a federally funded program administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR). The program provides resources to non-entitlement communities to enable the development of decent, affordable housing, create suitable living environments, and enhance economic opportunities across the state. The CDBG program is administered by the New York State Office of Community Renewal (OCR) and will make available to eligible local governments approximately $40 million dollars in FY-2023 for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons.
The 2023 NOTICE OF FUNDING AVAILABILITY (NOFA) will announce that the Housing Trust Fund Corporation (HTFC) will make available approximately $40 million of Federal funds for the following programs:
• $20 million – NYS Community Development Block Grant funding for Public Infrastructure, Public Facilities and Community Planning
• $10 million – NYS Community Development Block Grant funding for Housing Activities
• $10 million – NYS HOME Program
These amounts are provided as guidelines for expected awards and the HTFC reserves the right to award additional funds, a portion of, or none of the funds based on funding availability. New York Mills is planning to apply for up to a $500,000 in CDBG funding for housing rehabilitation and related activities, with the principal purpose of benefiting low/moderate income persons.
The hearing will provide further information about the CDBG program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at the time of the hearing. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.
The location of this hearing is accessible to persons with disabilities. Written comments regarding the proposed CDBG program may also be submitted to Ernie Talerico, Mayor, at 1 Maple Street, New York Mills, NY 13417. The last date to receive comments is May 19, 2023.
