Mayor Maciol called the Regular Board Meeting to order at 7:00 PM followed by the pledge to the flag, and roll call.
Present: Mayor Maciol, Trustee Bialek, Trustee Jarosz, Trustee McCoy, and Trustee Semeniak
Also present: Highway Supt Joe Cotrupe, Police Chief Rob Swenszkowski, Village Engineer Al Swierczek, and Village Attorney Bill Borrill.
Trustee Semeniak made a motion seconded by Trustee Jarosz to approve Abstract #3 - General Fund vouchers A153-A222 totaling $185,265.38 and Library vouchers L024-L030 in the amount of $2,051.89 for a total of $187,317.27.
Trustee Semeniak made a motion seconded by Trustee McCoy to approve the July's Treasurer's report as presented. July check numbers General check numbers 12675-12771; payroll check numbers 8101-8205.
Trustee McCoy made a motion seconded by Trustee Semeniak to approve the minutes of the July 14th regular board meeting.
Recreation - Trustee McCoy reported that the parks will be closing for the season this Friday August 14th. The Enchanted Forest trip is planned for tomorrow. The summer concerts are going well with two more left for the season.
Police - Chief Swenszkowski gave his report. He is interested in selling the 2004 Chevy Impala and not looking to have it replaced with a new one. Would like to have the police cars all equipped the same. Right now the expedition does not have a computer.
Resolution 82-2009 - Trustee Jarosz made a motion seconded by Trustee McCoy to allow the Police Chief to strip the 2004 Impala and put it to bid with the bids returned to the Clerk's Office by 3 PM on September 8th to be opened at the 7 pm board meeting.
Resolution 83-2009 - Trustee Bialek made a motion seconded by Trustee Semeniak to remove the computer and equipment from the 2004 Impala and have it put in the expedition not to exceed the cost of $1,800.
Chief is looking into replacing the carpet in the patrol room, will have prices for September meeting.
Resolution 84-2009 - Trustee McCoy made a motion seconded by Trustee Bialek to allow Chief to purchase the contractually required uniforms for the officers within the budget.
Resolution 85-2009 - Trustee Jarosz made a motion seconded by Trustee Bialek to allow the Chief to purchase one traffic control breakaway vest per car.
Chief needs to purchase department patches which should cost approximately $400. NOTE: Patches are not to be traded out, patches may be purchased.
Trustee Semeniak appreciated the Chief's notes to the board before the meeting.
Highway - Joe gave his report which is on file in the Clerk's office. Sewer at 83 New Hartford Street needed to have manhole casting rebuilt costing approximately $800. Need to get a new phone and answering machine for the Highway Garage. Mayor stated we need to get Highway Supt a blackberry with email to keep updated. Trustee Semeniak asked if we are all set with the safety issues - Joe stated he spoke with Dominick Timpano who will come in for one hour safety course training. The Aqua Tech machine is fixed and will start cleaning sewers. Mayor asked Joe to move the Greenman Ave "No Parking" sign back to the driveway at the corner of Greenman and Main. Trustee Semeniak made a motion seconded by Trustee McCoy to approve the Highway report.
Fire Department - Trustee Bialek stated it is fire contract season. Trustee Bialek would like the village to accept the defilibrator that was just donated in Robert "Brick" Brykala's memory. Board is in favor.
Code Enforcement - Dave was absence, his written report will be on file in the Clerk's office. Trustee Bialek made a motion seconded by Trustee McCoy to approve the Codes report.
Engineer - Al reported the road paving is complete and he is happy with the work. Sanitary Sewer Rehab award is pending agreement with the Town of New Hartford. The televising is underway by OCSD. Sewer cleaning by the village has been requested by OCSD. The Town of New Hartford will assist and meet up with our crew by the Town of Whitestown line. The smoke testing has been completed in our village, no results yet. Bidding phase is underway by OCSD for the manhole rehab. The Burrstone Road sewer condition report of "collapse" is just a sunken pipe, not a collapse. We do not have any mapping of our storm system which is an MS4 requirement. All will research for September meeting to see if the county can do this with their GPS mapping system. Trustee McCoy made a motion seconded by Trustee Semeniak to approve the Engineer report.
Attorney - working on the Country Club easement issue regarding Glod and Comenale, waiting for a court date. Broad Street Warehouse would like us to reduce their assessment.
Local Government Leadership Institute - conference to be held at Cornell University August 13th & 14th.
Magistrates Conference - Resolution 86-2009 - Trustee Bialek made a motion seconded by Trustee Jarosz to allow Judge Glenn to attend the conference at Lake Placid October 18th to 21st.
Oneida County Soil & Water Proposal - Al will look into the agreed upon fee of $1,000 for services and report back to us.
Zoning & Planning Conference - land use training conference, Sat Oct 3rd 8:30 am to 3 pm at MVCC.
Human Resource Training - Tuesday August 18th 10am to noon at the Radisson Hotel - Utica.
Historical Society Request - Resolution 87-2009 - Trustee Semeniak made a motion seconded by Trustee Jarosz to approve a resolution for them to apply for a NYS Office of Parks, Recreation, and Historic Preservation (OPRHP) Grant for the Historical Society.
New Hartford Sewer Agreement - on the Town's agenda for tomorrow.
Municipal Accounting Training - Tuesday August 25th at SUNY IT if anyone is interested.
Stimulus Update - still waiting to hear something
Police Consolidation Update - Grant has been denied can resubmit grant in the fall.
Mudd Creek Dredging Project - on the agenda for the Town of New Hartford board meeting tomorrow.
School Traffic Signal Project - Power line Construction is working on this project which is underway and scheduled to be finished before school starts.
Trustee Bialek - fire underwriters are no longer doing electrical inspections.
Trustee Jarosz - brick columns by the railroad - work is being done on the tracks. Al said buried brick pillar was pulled out; we have other bricks in that area also. Al will look to make sure the bricks will not impact the work being done on the tracks.
Trustee McCoy - nothing
Trustee Semeniak - asked about selling the stones on e-bay. Trustee Bialek doesn't know a price for it, and also states they we are selling a part of our history. Local people have inquired about the limestone. Trustee Semeniak stated that during the budget process it was entered as revenue.
Trustee McCoy made a motion seconded by Trustee Semeniak to adjourn the regular meeting.
With no further business, Mayor Maciol adjourned the meeting at 8:50 PM.
