October 09, 2007: Regular Board Meeting

Mayor Maciol called the regular board meeting to order at 7 PM followed by the pledge to the flag and roll call.

 

Present:  Mayor Maciol, Trustee Baryla-White, Trustee Bialek, Trustee Jarosz and Trustee Semeniak

 

OPEN FORUM

Janice Krebs - 25 Greenman Ave, is requesting a curb cut to enlarge her parking area.  Highway Supt Joe Cotrupe stated the curb needs to be saw cut.  Trustee White made a motion seconded by Trustee Jarosz to approve the curb cut.

 

Lynn LaPaglia - 6 Garden Street, has a concern with parking on Garden Street. It seems like the limos are parked very close to the road on Comenale's property, and she also thought we have a law about parking on front lawns.  Dave will look into the Comenale situation.

 

Ray Collins - Clinton Street, still concerned about his driveway/water problem.  Mayor explained to him again that we cannot use village money to fix anything on private property.

 

REGULAR BUSINESS

Trustee Semeniak made a motion seconded by Trustee Bialek to accept Abstract #5: General vouchers A252-A304 in the amount of $127,994.42, Library vouchers L041-L049 in the amount of $3,628.18 for a total of $131,622.60; voucher A304 - Central Paving - check will be held per village board until Village Engineer Al Swierczek signs off on the voucher.

 

Trustee Semeniak made a motion seconded by Trustee White to accept the September Treasurers report as presented.

Check numbers for September: General Acct - 11133-11197, payroll acct - 6421-6487.

 

Trustee White made a motion seconded by Trustee Jarosz to accept the minutes of the September 18th meeting as presented.

 

DEPARTMENTS

Recreation -Trustee White reported Holiday on Main Street is going well.  Remember the date December 9th from 5pm-8pm.

 

Police - Chief gave his report which is on file in the Clerk's office.  Mayor was approached by the Police Department members requesting dress uniforms or possibly a dress jacket to wear over their uniforms.  Mayor stated that we cut important items from the police budget and feels this is not as important as some equipment.  Will discuss this at budget meetings.

Trustee White made a motion seconded by Trustee Semeniak to approve the Police report.

 

Highway - Joe Cotrupe gave his report which is on file in the Clerk's office.  Leaf collection is scheduled to start October 15th.  Trustee Bialek stated the auction for the CM-274 lawn mower is November 3rd.

Trustee White made a motion seconded by Trustee Semeniak to approve the Highway report.

 

Fire Department - Trustee Bialek reported he and Chief Glenn are collecting data for the Fire Contract requirements to submit to the Town of Whitestown.

 

Code Enforcement - Dave gave his report which is on file in the Clerk's office.  Dave asked to have one of the old police cars as a codes vehicle to be more official looking.  Trustee Bialek has concerns with holding onto old equipment and would rather pay mileage than keep a car that would cost us more to maintain and insure.

Trustee Semeniak stated that we budgeted for revenue to sell the vehicles, and we would need to look into the cost of repairs for budget purposes.

Trustee Jarosz feels is would be cheaper to go with our old vehicle.

Board will think it over.

Dave will notify Charlie DiGristina regarding the tall grass at 16 Clinton Street.

Trustee Jarosz made a motion seconded by Trustee Bialek to approve the Codes report.

 

Engineer - Al reported he will have the dip in the road taken care of by Central Paving.  The legal notice for the sewer repair work was published yesterday with the bids to be returned and opened October 23rd.

Sewer televising will take place on Monday for Hillside Drive and Wadas Drive, and maybe Garden Street.

 

Attorney - nothing

 

NEW BUSINESS

Dumpster Pick-up Time Request - Ken Bart would like the noise ordinance changed form 6am to 7am for garbage collection due to the noise generated by Rite-Aid on Commercial and Henderson.  Trustee Bialek suggested calling the contractor to see if they can change their route to be there after 7 am before we change our local law.  Mayor will write them a letter.

 

Delinquent Taxes to Oneida County - Trustee Bialek made a motion seconded by Trustee White to allow the Clerk to send the following delinquent taxes to the County for collection:  Town of New Hartford                      $18,027.64

                        Town of Whitestown                          $ 14,089.77

                                    Total                                       $ 32,117.41

 

Newsletter Articles - please have articles to the Clerk by November 12th.

 

Council of Villages - will be October 17th at 6:30 pm at our new Community Center.

 

NYCOM Seminar - Dealing with neglected, vacant & abandoned properties workshop Wednesday October 17th from 8:30 am to 11am at the Radisson Hotel, $35.00 per person, let Clerk know if you plan on attending.

 

New Trash Tags - for audit purposed the Clerk just purchased more heavy trash permits starting number 7001 through 8000.

 

Election Notice - Trustee Jarosz made a motion seconded by Trustee Bialek to allow the Clerk to submit a notice to Oneida County Board of Election stating our March 2008 election will be for Mayor and two Trustees.

 

OLD BUSINESS

Police Consolidation report is done and will be handed out soon.

 

Community Center Use Policy - Mayor would like to have a workshop at 6pm on October 23rd to review the draft policies.

 

MAYOR BUSINESS

Mayor would like to thank the Highway for picking up the mums for the 9-11 monument, it looks good.

 

TRUSTEE BUSINESS

Trustee White - nothing

Trustee Bialek - nothing

Trustee Jarosz -will look into seal work that needs to be done on approximate six windows in the municipal building and fire house.

Trustee Semeniak - nothing

 

Trustee Bialek made a motion seconded by Trustee Semeniak to adjourn the meeting at 8:47 pm and enter into Executive Session to discuss contract negotiations and Fire Department personnel matter.

 

Trustee Bialek made a motion seconded by trustee Semeniak to adjourn the Executive Session at 9:30 pm with no action taken.
