September 18, 2007: Regular Board Meeting

Body:
 

Mayor Maciol called the regular board meeting to order at 7 PM followed by the pledge to the flag and roll call.

 

Present:  Mayor Maciol, Trustee Baryla-White, Trustee Bialek, and Trustee Semeniak

            Trustee Jarosz arrived at 7:15 due to open house at his school.

 

 

OPEN FORUM

Stanley Kurdziolek - 71 Clinton Street, concerned with the Commercial Property For Sales signs located at the end of Clinton Street. Mayor has already looked into it; the commercial property is the part on the Commercial Drive side, not on the Clinton Street side.  The Clinton Street portion is zoned residential.

 

REGULAR BUSINESS

Trustee Semeniak made a motion seconded by Trustee White to accept Abstract #4; General vouchers A197-A251 in the amount of $66,045.17, Library vouchers L030-L040 in the amount of $3,153.52 for a total of $69,198.69.

 

Trustee White made a motion seconded by Trustee Jarosz to accept the August Treasurer's report as presented.

August check numbers:  general - 11045-11132, payroll 6307-6420.

 

Trustee Semeniak made a motion seconded by Trustee White to accept the minutes of the August 14th meeting as presented.

 

DEPARTMENTS

Recreation - Summer concerts and park programs have ended for this year.  Working on Holiday on Main Street which is scheduled for Sunday December 9th from 5pm to 8pm.

 

Police - Chief Frankland gave his report.  Trustee Semeniak made a motion seconded by Trustee White to give Chief permission to start upgrading the portable radios with the money that has been allocated in the 2007/2008 budget.

Trustee White made a motion seconded by Trustee Semeniak to accept the Police report.

 

Highway - Joe gave his report. Trustee Bialek asked Joe to get some pictures of the CM274 and attachments for the auction.  Mayor received notification about a shared municipal grant with Yorkville, Whitesboro, Oriskany and us.  He will write to the other Mayors to get together and brainstorm to see what the other villages may need.

Trustee Bialek asked Joe to check the outlets on the light poles for our Christmas lights.  Trustee White made a motion seconded by Trustee Semeniak to accept the Highway report.

 

Fire Department - Trustee Bialek reported he met with Chuck Gibbs from Whitestown regarding our fire contract; they are still working on it.  The Town of New Hartford contract is looking fine with an approximate increase of $11,000 for 2008.

 

Code Enforcement - Dave is away but submitted a written report.  Trustee Jarosz made a motion seconded by Trustee White to accept the written Codes report.

 

Engineer - Al reported the paving on Main Street has been completed.  Al is looking for advice on the sanitary sewer rehab project regarding how much we can spend.  Trustee Semeniak made a motion seconded by Trustee White to allow Al to spec the job to grout Henderson Street and maybe Burr Ave in the approximate amount of $25,000 and to allow Al to bid the job and have the bids returned to the Village Clerk's Office by 3 PM on October 23rd for possible awarding at 7 PM.

 

Attorney - all set.

 

NEW BUSINESS

Oriskany Manufacturing Request - Mark Mojave was present to formally request a zone change at 2 Wurz Ave from PD to M-1.  Trustee White made a motion seconded by Trustee Semeniak that the Village Board accepts the request to begin the process of a zone change and to forward the request to the Planning Board for their recommendation along with scheduling a public hearing on the zoning change for October 23rd at 7 PM.  The Planning Board will meet September 27th at 6:30 PM.

 

Thank you - received a thank you from the family of Sharon Przyborowski.

 

Rev. Madej Request - he is asking for reimbursement for the flowers they planted at the Bell Monument in the approximate amount of $399.00.  After discussion the board agreed not to reimburse the bill, this is not in our present budget.

 

NYMFDLA - Trustee Bialek made a motion seconded by Trustee White to allow them to use the firehouse for their annual pizza sale from October 11th to October 13th.

 

Community Center - have a draft on a lease agreement for our new community center, please read for next month and bring back and changes and/or suggestions.

 

OLD BUSINESS

Parking - Local Law #8 for 2007 - After much discussion on changing the parking footage from 20 feet to 40 feet on the south side of Main Street by the Twin Ponds driveway, Trustee Jarosz made a motion seconded by Trustee Bialek to move the sign to 40 feet from the Twin Ponds driveway on the south side of Main Street.

Motion passed.  Clerk will submit the paperwork for the Local Law change.

 

Collins Issue - on August 21st the Mayor visited Mr. Collins to see his concern.  He has an estimate of $3,500 to fix his driveway so it doesn't flood.  Mayor explained that we cannot use village money on private property; Board and Attorney are in agreement.

 

MAYOR BUSINESS

Mayor has samples of Village Welcome Banners for some of our poles where there aren't any flags.  He will look into it further.

 

TRUSTEE BUSINESS

Trustee Baryla-White - nothing

Trustee Bialek - concerned with the re-paving of the Clinton Street bridge sidewalk.

Trustee Jarosz - nothing

Trustee Semeniak - nothing

 

Trustee Semeniak made a motion seconded by Trustee White to adjourn the meeting and enter into executive session for a personnel matter at 9:23 PM.

 

Trustee Semeniak made a motion seconded by Trustee White to close executive session and re-open the board meeting at 9:47 PM

 

Trustee Jarosz made a motion seconded by Trustee White to approve the retro-active pay to Highway Supervisor Joe Cotrupe so that he gets the same pay raise % as the Highway Union Employees.

 

Trustee Jarosz made a motion seconded by Trustee White to adjourn the meeting.

 

Mayor Maciol adjourned the board meeting at 9:50 PM.
