June 12, 2007: Regular Board Meeting

Mayor Maciol called the meeting to order at 7:02 PM followed by the pledge to the flag and roll call.

 

Present:  Mayor Maciol, Trustee Baryla-white, Trustee Jarosz and Trustee Semeniak

Absent:   Trustee Bialek

 

OPEN FORUM

No one

 

REGULAR BUSINESS

Trustee Semeniak made a motion seconded by Trustee White to accept Abstract #1 General vouchers A001 - A041 in the amount of $154,599.02 and Library vouchers L001-L007 in the amount of 3,025.14 for a total of $157,624.16.

 

Trustee Semeniak made a motion seconded by Trustee Jarosz to accept the May Treasurers report as presented.

Check numbers for May - payroll 6071-6148, general 10804-10892

 

Trustee White made a motion seconded by Trustee Jarosz to accept the minutes of the May 8th board meeting.

Trustee Semeniak made a motion seconded by Trustee White to accept the minutes of the May 29th End-of-Year meeting.

 

DEPARTMENTS

Recreation - Tammy gave her report which is on file in the Clerk's office.  All set for the parks summer program starting Monday June 25th.

Trustee White made a motion seconded by Trustee Semeniak to approve the Parks report.

 

Police - Chief Frankland gave his report which is on file in the Clerk's office.  Officers attended taiser training this week, they should be in service this Thursday.  Mayor commended the Chief regarding the After Prom Party he put on which kept the kids off the streets and in a safe place.  Very nice party.

Trustee White made a motion seconded by Trustee Semeniak to approve the Police report.

 

Highway - Trustee Jarosz gave report in Joe's absence, report is on file in the Clerk's office.  Need to get the fire hydrants painted.

Trustee Semeniak made a motion seconded by Trustee White to accept the Highway report.

 

Fire Department - nothing to report

 

Code Enforcement - Dave gave his report which is on file in the Clerk's office.  Dave is looking into Peace Officer requirements. 

Trustee Jarosz made a motion seconded by Trustee White to approve the Codes report.

 

Engineer - Al asked for a special meeting to open the paving bids.  Trustee Semeniak made a motion seconded by Trustee Jarosz to hold a special meeting June 26th at 7 PM to review and award the bid. 

•Ø      Al submitted the sanitary sewer rehab "Flow Management Plan" and "Emergency Action Plan" to the DEC.  No response from them yet.

•Ø      Shamrock Sewer Services is televising approximately 2600 feet of sewers in the Henderson Street area to confirm current limits of damaged pipe around June 7th & 8th, have not received the results yet.

•Ø      The MS4 Annual Report has been submitted to the DEC.

•Ø      The 2007 Paving is in the bid process.

•Ø      Regarding the Sewer Mapping, a meeting was held June 8th with HOCCPP.  They are scheduled to proceed with GPS mapping of the sanitary system in late June or early July.  Some mapping of the storm system has already been done by SWCD.  Mapping is being obtained.

•Ø      Will check out 8 Cedar Lane for a failed storm sewer that may require additional work.

Trustee White made a motion seconded by Trustee Semeniak to approve the Engineer report.

 

Attorney - no report

 

NEW BUSINESS

Appoint Summer Park Attendant - Part Time- Trustee White made a motion seconded by Trustee Semeniak to appoint Jessica Patterman as Part -time Park Attendant per approval by civil service.

 

Tim Dunn - Insurance Review - Tim presented our 2007/2008 village insurance policy and reviewed it in its entirety. Tim also thanked us for our continued business.

 

July Newsletter - get articles to Clerk by Friday June 15th.

 

Rosinski Requests - In regards to the June 7th letter asking to level and re-seed the grass between the street and sidewalk at 281 Main Street, Trustee Semeniak made a motion seconded by Trustee White to allow Dr. Rosinski to level and re-seed the grass between the street and sidewalk at his cost and he must haul the dirt away.

In regards to the May 31st letter from Drs Donna Cotrupe and Stanley Rosinski regarding the "No Parking" signs on Main Street, the Mayor will look into this matter.

 

Trustee Semeniak made a motion seconded by Trustee Jarosz to close the regular meeting and enter into executive session at 8:30 pm to discuss a union matter.

 

Trustee Jarosz made a motion seconded by Trustee White to close executive session at 8:43 pm.

Trustee White made a motion seconded by Trustee Jarosz to re-open the regular meeting at 8:43 pm.

 

Trustee Semeniak made a motion seconded by Trustee White to agree with the separation of the part-time Police Officers from the union with written approval from the full time officers.

 

OLD BUSINESS

None

 

TRUSTEE BUSINESS

Trustee Baryla-White - all set with the Bell Festival, last meeting will be Thursday July 5th at 7 PM at the park.

Trustee Jarosz - has been asked by residents why the new fire horn is in view?  Looking into state contract bids for the budgeted highway truck.

Trustee Semeniak - looking into a 15-year bond schedule.

 

With no further business Trustee Jarosz made a motion seconded by Trustee White to adjourn the meeting.

 

Mayor Maciol adjourned the meeting at 9 PM.
