January 09, 2007: Regular Board Meeting

Mayor Maciol called the meeting or order at 7 PM followed by the pledge to the flag and roll call.

 

Present:  Mayor Maciol, Trustee Baryla-White, Trustee Bialek, Trustee Jarosz and Trustee Semeniak

 

Public Hearing - Local Law #1 for 2007

 

Mayor Maciol read the public notice. Mayor read a written comment from Len and Mary Marrone who are in favor of the two additional stop signs.  Mayor acknowledges the speeding issue, but feels that stop signs aren't for controlling speed.  Speed limits with enforcement does that.

Bob Wood - 33 Country Club Drive, is not in favor of 3-way stop signs.  The road is not busy enough at this time.

Scott McGauley - 24 Country Club Drive, stated that speed is an issue but the stop signs will help, he is in favor of the additional signs.

Trustee Bialek - feels it is important to slow down the traffic up there, he is in favor of the additional signs.

Trustee White - is also in favor, we can't have police up there constantly.

Trustee Jarosz - also in favor of additional stop signs.

Trustee Semeniak - also in favor of additional stop signs.

Trustee Bialek - is concerned with the placement of a sign on Mr. Woods's property.

 

Trustee Semeniak made a motion seconded by Trustee White to make the intersection of Country Club Drive and Comenale Crescent a designated three way stop intersection with two additional stop signs to be placed on the Country Club Drive sides of the intersection.

OPEN FORUM

Scott Lupini -11 Mill Street, Lupini Construction would like to build a 32 x 40 cold storage pole barn for storage of equipment. They are zoned PD in which they must come to the village board first.  The board accepted his plans and will refer them to the Planning Board who will meet on Thursday January 25th.

 

REGULAR BUSINES

Trustee Bialek made a motion seconded by Trustee White to accept Abstract #8, but to hold voucher A509 for Tyler Fire Equipment for $97.50 until Trustee Bialek checks something out.

General Fund vouchers A460-A516 in the amount of $ 84,758.91; Library vouchers L075-L083 in the amount of $3,644.44 for a total of $88,403.35.  (Trustee Bialek released voucher A509)

 

Trustee White made a motion seconded by Trustee Jarosz to accept the November Treasurers report as presented.

 

Trustee Semeniak made a motion seconded by Trustee Whtie to accept the December Treasurers report as presented.  Check numbers for December: payroll 5679-5754, general 10433-10513.

 

Trustee White made a motion seconded by Trustee Jarosz to accept the minutes of the December 12th meeting as presented.

 

DEPARTMENTS

Recreation - Trustee White reported the Bell Festival will be July 6th and 7th with more information to follow.

 

Police - Chief Frankland was excused, his written report is on file in the Clerk's office. Mayor is compiling data regarding applicants available for hire, fulltime and part time with the help of the County.  Mayor will ask Chief for his data on Country Club traffic.

Trustee Semeniak made a motion seconded by Trustee White to accept the Police report.

 

Highway - Joe was excused, his written report is on file in the Clerk's office.  Trustee Jarosz is concerned with the overtime from the superintendent.  Mayor stated we need to establish a written policy.  We will have a workshop and also check with other villages to see how they handle overtime.

Trustee Semeniak made a motion seconded by Trustee White to accept the Highway report.

 

Fire Department - Trustee Bialek reported Truck 1 has estimated damages of approximately $13,000.  The truck is in Watertown now getting repaired.  Our insurance company has been contacted and has been to Watertown to look at the truck.  Chief hopes to have the new Heavy Rescue Truck in service by February 1st.  The Town of New Hartford fire contract is all set.  Town of Whitestown passed their fire contract amount but still has not had a public hearing to disburse the funds.

 

Code Enforcement - Dave gave his report.  Gary David is waiting for an asbestos report before he can demo the Main Street house. Checking on the Wroblicki situation, which is in court, Bill will check the files for an update.  Dave stated a new law is in effect for fires and explosions in which the Fire Chief will notify codes immediately.

Trustee White made a motion seconded by Trustee Jarosz to accept the Codes report.

 

Engineer - no report

 

Attorney - working on the #2 Mill issues.

 

NEW BUSINESS

NYCOM Legislative Meeting - will be February 25-27 at the Albany Crown Plaza if anyone is interested.

 

Town of New Hartford Fire Contract - Trustee Bialek made a motion seconded by Trustee Jarosz to enter in the Town of New Hartford Contract for 2007 in the amount of $110,000.00.

 

 

Community Center Parking Lot - Trustee Semeniak made a motion to go to bid on the parking lot, sidewalk, and landscaping project with bids available on January 25th and returned to the Clerk by 3 PM on February 15th.

 

OLD BUSINESS

None

 

MAYOR BUSINESS

•Ø      We received correspondence from the State DOT stating Burrstone Road will be milled and paved and minor drainage fixed in 2007.  A full reconstruction of Burrstone is planned for 2011.

•Ø      Oriskany Manufacturing has purchased Bonide Chemical.

•Ø      Dunkin Donuts is looking into the old Mitchell's fruit stand; they will be approaching the Planning Board soon.

•Ø      Hilltop Seniors will have their annual Christmas/New Years Dinner on January 18th at 1 PM at Twin Ponds, board members are invited, let Clerk know if you will be attending.

 

TRUSTEE BUSINESS

Trustee Baryla-White - nothing

Trustee Bialek - would like to think about having more representation from the Town of Whitestown, possible board members being Town Officials also.

Trustee Jarosz - has been asked if the #2 Mill project has a specific name, Mayor stated everyone goes by New York Mills Senior Housing Complex. Parkside Ct has no parking on the lower end but he has been questioned about the upper end. Mayor read the local law stating no parking from Main to Glod.  The street width would need to be checked and someone would need to request signs be put up with a local law change.

Trustee Semeniak - nothing

 

With no further business Trustee Semeniak made a motion seconded by Trustee Jarosz to adjourn the meeting.

 

Mayor Maciol adjourned the meeting at 8:25 PM.
